A single digital profile of a citizen has been formed, where medical data is stored regardless of the place of residence and place of registration.

Prime Minister Olzhas Bektenov held a meeting with the leadership of the Ministries of Healthcare, Artificial Intelligence and Digital Development, as well as representatives of domestic IT companies. The progress of the implementation of the tasks of the head of the state on digitalization of the healthcare sector given in the Address to the people of Kazakhstan entitled "Kazakhstan in the era of artificial intelligence: current problems and their solution through radical digital changes" was reviewed. In particular, the Prime Minister got acquainted with the elements of the new system of monitoring the quality and volume of medical services by using JI technologies.

Minister of Health Akmaral Alnazarova reported on the pace of transition from 23 fragmented systems to the unified e-Densaulyq ecosystem. Today, the data of more than 21 thousand medical organizations, 221 thousand medical equipment and 257 thousand medical workers have been digitized. As a result of consolidation of data and strengthening of control, 400,000 out-of-date patient cards related to 1.4 million prescriptions were removed from the medical system, which made it possible to prevent expenses in the amount of 31 billion tenge. Unreasonable consumption of medical services decreased by 7.1% or about 7 billion tenge. At the same time, the efficiency of error detection increased by 3.5 times.

According to the President's order, the Unified State Medical Information System is being created. It should unite all scattered private information systems into a single system and become a unified working tool of the doctor. Already seven of the 12 systems of the Ministry of Health have been integrated. Now data is entered once and documents are created automatically. This made it possible to reduce the time spent by the doctor on entering information by 40%.

Information from 12 individual medical information systems, as well as various registers and directories, was combined into a single repository of medical data and integrated with more than 50 information systems of state bodies. From July 1 of this year, the data collected since 2012 are used to pay for medical care on the basis of automatic format-logical control.

According to the Ministry of Health, as a result of digital monitoring, it was found that 38 medical organizations do not have a license to provide medical services. Among them, the activities of 27 organizations were suspended. In addition, 2,188 medical workers were temporarily suspended from work due to the expiration of certificates. In general, the integration of information systems makes it possible to identify fraudulent services and prevent payment for them. In particular, it helps to prevent other violations of the law, such as providing medical services to deceased citizens, simultaneous work of one doctor in several medical institutions in different regions, unjustified registration of service record.
