Kazakhstan and South Korea are expanding cooperation in the field of urban air mobility and unmanned aircraft. As part of the state visit of the President of Kazakhstan to the Republic of Korea, the parties signed a memorandum on the transfer of technology and the creation of a UTM drone traffic control system. The first platform for implementing the solutions will be Alatau City, Tech-news reports. The memorandum was signed by Deputy Prime Minister - Minister of Artificial Intelligence and Digital Development of Kazakhstan Zhaslan Madiev, Minister of Transport Nurlan Sauranbayev and Minister of Land, Infrastructure and Transport of South Korea Kim Yun-dok. The document provides for cooperation in the development and implementation of UTM (Unmanned Traffic Management) - a digital traffic control system for unmanned aircraft systems. We are talking about technologies that help coordinate drone flights in low-altitude airspace. In the future, the parties plan to prepare a full-fledged intergovernmental agreement in this area. The practical implementation of the project will be undertaken by the South Korean state corporation Korea Airports Corporation (KAC) and the Kazakh Alatau Advance Air Group Ltd. (AAAG). Cooperation involves re-
providing modern digital solutions for managing low-altitude airspace and their local deployment in Kazakhstan. In particular, it is planned to create a technological basis for the safe integration of drones, electric vertical take-off and landing (eVTOL) aircraft and other types of air transport into a single digital ecosystem. Localization of UTM will allow you to manage the system within Kazakhstan and process data taking into account the requirements of national legislation. The project also considers the transfer of necessary technologies for self-deployment of digital infrastructure. To test new solutions, the Ministry of Transport of Kazakhstan will consider the possibility of introducing an experimental legal regime - a regulatory “sandbox”. Such a mechanism will allow testing new technologies under controlled conditions, as well as studying government support measures for project participants. When implementing the system, it is planned to take into account international standards and recommended practices of the International Civil Aviation Organization (ICAO). Special attention will be paid to aviation security, cybersecurity and the protection of critical infrastructure.
culture. The KAC and AAAG partnership is part of a broader effort to create an urban air mobility (UAM) ecosystem in Kazakhstan. It includes digital air traffic control, eVTOL infrastructure, vertiports and unmanned logistics solutions. Alatau City will be the first platform for the practical implementation of UTM and the formation of an air mobility ecosystem in Kazakhstan.
