Localization of UTM will allow you to manage the system within Kazakhstan and process data taking into account the requirements of national legislation. The project also considers the transfer of necessary technologies for self-deployment of digital infrastructure. To test new solutions, the Ministry of Transport of Kazakhstan will consider the possibility of introducing an experimental legal regime - a regulatory “sandbox”. Such a mechanism will allow testing new technologies under controlled conditions, as well as studying government support measures for project participants. When implementing the system, it is planned to take into account international standards and recommended practices of the International Civil Aviation Organization (ICAO). Special attention will be paid to aviation security, cybersecurity and the protection of critical infrastructure.
